A number of activities are in progress
In order to double the public transport market share, there needs to be a shift in our sector from a production culture to a service culture. Through new approaches and smarter co-operation, we will increase the efficiency of our operations, extend the range of transport services offered and raise the quality. Effective and ongoing training activities for decision-makers and sector players will increase the level of insight, involvement and willpower.
A series of pilot projects and research activities are in progress locally, regionally and nationally. All players in the sector have been invited to show which new solutions they can produce at short notice in order to attract more passengers. We have developed a joint environmental programme for the sector and a management development programme. A number of targeted and better-utilized research and development projects will support our work.
The continued efforts of the sector to achieve the doubling goal mean that we are now moving from word to deed by succesively giving concrete form to the proposals in the Business Model.

New business model concept
We are working on developing the role play between those who order transport and those who operate it. This applies irrespective of whether society purchases the transport or if it is operated on commercial grounds. The detailed items must be shifted nearer the market in order to provide the opportunity for faster market adaptation and greater passenger influence. Agreements between purchaser and operator shall be structured so that they favour increased travel by public transport and lead to achievement of the doubling target.
"The Contract process - from plan to contract to double travel by public transport"
In 2009 the sector presented a report “Business Model for Doubled Public Transport” as basic input on how public transport should be developed in order to double the market share and travel volume. This report was followed in 2010 by “The Contract process – from plan to contract to double travel by public transport”. The purpose of this report is to provide guidelines for the way in which the sector, with the help of developed contract forms, should work towards the doubling goal. The guidelines are tools for authorities and operators to be used in the process from vision to contracts.
The core of "The contract process" is a recommended approach which incorporates an inherent driving force to acquire more customers in a resource-effective way. This includes the process which will lead to the most suitable type of contract model in relations to the goals to be achieved. Parts of the guidelines include support for choosing the best contract model and ways to meet the need of a balance between political and business side of the service contracts.
Models of contracts are enclosed covering for example service concession contract, net model contracts, incentive contracts and gross contracts. These model contracts contain the basic commercial conditions.
The process creates a solid business framework. The Operators will have better opportunity to deliver services with the expected quality level and also give them a possibility to boost business development. The process is aimed at increasing entrepreneurship and less micromanagement and more of management by objectives.

"The Knowledge Lift"
The main objective of the “The Knowledge Lift” project is to inspire and engage all employees in the sector with a view to doubling the market share and travel volume of public transport. Another goal is to raise the awareness of needs for future changes. The project promotes the training of all decision-makers, managers and employees, and at the same time gathers research results and disseminates them to all players.
The project mission is implemented through a variety of activities. A national “Think Tank” was organised in 2009 for 300 key individuals within the sector with the aim of initiating a change movement all over the country. It was an exciting and much appreciated day on which many ideas were exchanged. Politicians, purchasers and operators of bus, taxi, rail and boat services were represented. In six regional “Think Tanks” all over the country we discussed common solutions to regional challenges in 2010.
An annual "Research Forum" has been created with a view to stimulating dialogue between researchers and beneficiaries in order to facilitate the implementation of research results in the industry. Leadership training is given in co-operation with the Stockholm School of Economics.
We also spread information on “Good Examples” from different towns and regions in which it has been possible to bring about a significant increase in travel by public transport.
The development and rationalisation of public transport in a professional way gives us more transport for our money. We quite simply release resources in order to be able to increase public transport and raise its quality.
